  • Canada Energy Regulator Damage Prevention Audit of Maritimes and Northeast Pipeline Management Limited Audit Closeout Letter

In accordance with section 103 of the Canadian Energy Regulator Act, the Canada Energy Regulator (CER) conducted a compliance audit of Maritimes and Northeast Pipeline Management Limited (M&NP). The focus of the audit was on damage prevention.

The objectives of the audit were to assess whether M&NP’s Damage Prevention Program:

  • Is effectively integrated within the company’s management system as per section 6 of the Canadian Energy Regulator Onshore Pipeline Regulations (SOR/99-294) (OPR); and
  • Is able to anticipate, prevent, manage, and mitigate damage to its pipeline as per section 47.2 of the OPR and section 16 of the Canadian Energy Regulator Pipeline Damage Prevention Regulations – Obligations of Pipeline Companies
    (SOR/2016-133).

The CER issued its Final Audit Report to M&NP on 16 May 2023, and M&NP filed a Corrective and Preventive Action (CAPA) Plan with the CER on 15 June 2023. The intent of the CAPA Plan was to address the non-compliance(s) identified in the Final Audit Report.

The CER has monitored the implementation of this CAPA Plan via implementation assessment meeting(s) and document reviews. M&NP has demonstrated that it has completed the implementation of this CAPA Plan.

The CER now considers this audit to be closed. Note that M&NP is accountable for maintaining compliance throughout the life cycle of its regulated facilities. The CER will verify ongoing compliance through future compliance verification activities.
