Order NB-001-2018 to Enbridge Pipelines Inc. pursuant to section 51.1 of the National Energy Board Act

INSPECTION OFFICER ORDER NO. NB-001-2018

IN THE MATTER OF THE NATIONAL ENERGY BOARD ACT,
AN ORDER UNDER SECTION 51.1

is employed by Enbridge Pipelines, Inc (Enbridge), and/or is a person conducting a ground disturbance or construction on or near a facility located at Prince George, British Columbia.

On or about October 10, 2018 / 9:30pm Mountain Time, the undersigned National Energy Board Inspection Officer conducted an inspection of/at Enbridge NPS 30 Mainline and NPS 36 Loop.

The Inspection Officer has determined that a hazard is being or will be caused based on the following facts:

  • A rupture occurred on NPS 36 at 17:30 Pacific Time on 9 October 2018 (INC-2018-142) resulting in a failure of the line
  • That the NPS 30 Mainline is located in the same Right of Way as NPS 36
  • Enbridge Pipelines, Inc operate both NPS 36 and NPS 30
  • An investigation by the Transportation Safety Board is underway to identify causes and contributing factors of the NPS 36 rupture
  • The cause and contributing factors of the NPS 36 rupture have not been determined
  • That Enbridge has not yet demonstrated that either of the lines are fit for service at full MOP following the rupture
  • That Enbridge has voluntarily committed to implement pressure restrictions on both lines

Based on the above mentioned, the inspection officer has reasonable grounds to believe that a hazard to the safety or security of the public or of employees of a company or a detriment to property or the environment is being or will be caused by the construction, operation, maintenance or abandonment of the pipeline, or any part of a pipeline, an abandoned pipeline or any part of it, or a ground disturbance or the construction of a facility.

Therefore, Enbridge Pipelines, Inc (Enbridge) is HEREBY ORDERED, Full name of the recipient pursuant to subsections 51.1(1) and 51.1(2) of the National Energy Board Act, to

 X take measures specified below for guarding the safety or security of the public or employees or protecting property or the environment
  Suspend work until the hazard or detrimental situation has been remedied to the satisfaction of the inspection officer; or the order is stayed or rescinded by the Board

Specified Measures: Enbridge may return the NPS 36 Loop and NPS 30 Mainline to service subject to the following measures:

  1. Enbridge shall not operate the NPS 36 Loop section located between Compressor Station 4A and Compressor Station 4B at a pressure above 5091 kPa (Restricted Operating Pressure or ROP); and Enbridge shall, within 15 days after the date of issuance of this Inspection Officer Order, file with the Inspection Officer confirmation of compliance with the ROP and confirmation of the overpressure protection system set points at the ROP
  2. Enbridge shall not operate the NPS 30 located between Compressor Station 4A and Compressor Station 4B at a pressure above 5091 kPa (Restricted Operating Pressure or ROP); and Enbridge shall, within 15 days after the date of issuance of this Inspection Officer Order, file with the Inspection Officer confirmation of compliance with the ROP and confirmation of the overpressure protection system set points at the ROP.
  3. The ROPs in section A and B above will remain in place until Enbridge has filed with the Inspection Officer, and the Inspection Officer has approved, an Engineering Assessment in accordance with CSA Z662-15 Clause 10.1 that demonstrates that the pipeline or sections of the pipeline are fit for service to safely operate at the respective Maximum Operating Pressure (MOP)
  4. The Engineering Assessments shall specify any required mitigative, preventive and monitoring measures including a schedule for implementation.
