Observations:
Received on-site orientation. Topics discussed included tasks, hazards, loss control, wildlife awareness and environmental concerns (including the proximity to a waterbody on the second site). Activities at the sites included fencing and preparation for continued sand blasting, some sand blasting had already taken place. Trench slopes were checked and found to be 45 degrees. There were two separate points of eggres at one site and three points at the other site. NEB staff checked project safety plan on site and the contractor matched their site-specific processes and procedures to Plains Midstream Canda's SOP's. Also, PMC explained their Management of Change Process and how it is triggered in the field if something significant changes during the life of the project. PMC document control manages the review of their SOP's which triggers their MOC process. It should be noted that all levels of the (Plains) organization including senior management are involved in review of the project safety plan. The site supervisor then reviews it again with the contractor and all workers on site, It is a living document and everyone has the opportunity to contribute.
