Observation 1 - NNC- Faded signage by Right-of-Way

NEB Inspector observed faded signage, on northern side of Road Way located near Spectra facility 11-81-15.21, holding NEB Certificate XG-D66-56-99 West. Sign was faded to a degree that  impacted legibility and defeated the purpose of the sign. This was in non-compliance with CSA Z662-15 10.5.3.3 (a).

Observation 2 - Duke Energy sign No. 8 signage.

NEB Inspectors observed that a ROW marker "8" located near the Spectra Pouce Coupe Plant 5-23-80-13 (BC/AB border) displayed the Alberta One-Call information rather than the BC One-Call information. The company representatives advised NEB inspectors that all BC One-Calls are directed to their Bonanza AB office due to the close proximity of the provincial border. NEB IO's verified that the Emergency information and remaining CSA required information on the sign was in compliance with CSA Z662-15 clause 10.5.3. Due to the location of the sign, long term agricultural landuser, the One-Calls for this pipeline goes to Alberta and reaches the appropriate company representative the NEB IO did not issue an NNC. The NEB requested the sign be replaced to reflect the BC One-Call in the interest of safety. The Company confirmed by email on 28 June and 30 June 2016 with the NEB that the sign has been replaced under work order 10209267.

Vegetation was maintained on ROW in accordance with CSA Z662-15 clause 10.

Observation 3 - Right-of-Way at Provincially Regulated Pouce Coupe Plant 5-23-23-80-13

Inspectors observed that  the RoW outside of this provincially (Alberta Energy Regulator) regulated facility, where the NEB Regulated System connects to West Doe Pipeline  was clear and free from brush and signage was present which is in compliance with CSA Z662 10.5.3.3..

NEB Inspectors observed evidence of a ground disturbance on north side of road 224 on the British Columbia side. Company verified that emergency work was conducted earlier due to area floods, however there was no conflict with their pipeline. Signage was located at the appropriate locations and had the required information which indicated the company name, warning, type of commodity and emergency number and is in compliance with CSA Z662 10.5.3.3. -The RoW was clear and free from brush as per CSA Z662-15 10.6.2.

NEB Inspectors reviewed Damage Prevention Program documentation and Spectra Energy Resident Information package Public Awareness Program, Crossing Agreement and Technical Guidelines for the West Doe Sunrise, & Pouce Coupe area on 10 June 2016.

Spectra has confirmed that the new regulations have been sent through the Regulatory Management of Change (RMOC) process.

Spectra staff indicated that it conducts aerial surveillance annually, usually in September, on the West Doe area Right-of-Way. RoW Ground Inspections are performed by Spectra pipeline crews

Public Awareness is performed in-house by Spectra. Annual safety mail-out is done once a year. Spectra has indicated that its staff conduct yearly personal visits and telephone calls to area landowners usually in August. Resident packages are left (which includes items such as pens and magnets) and reviewed with landowners, and contact/emergency information updated which could impact evacuations.
Spectra Locates on the system are performed by third-party locator.
